It's only possible to search for issues that were starred by the current user because the 'star' tag is a private one, so you can't search for this information about other users. To search for issues starred by the current user, use has: star
As an alternative, you can search for #{target_user}, this search will show you all issues that are assigned to, reported or commented by the target user.
