User-defined project plugin

Hello.

In our company we decided use templates for corporate services.

I want to write a plugin that makes a project from user-defined templates and has additional a step of the wizard that adds some strings in files of the new project. I learned the documentation, but I have not understood:

1. What module type do I have to use? There is ModuleType.EMPTY in the documentation, but it does not work with user-defined type.

2. Did I choose right way for my task?

How would you do this task?
