Cannot open CSV file using 2016.3 phpstorm. Have installed and enabled necessary plugins

There are no plugins required for editing CSV files.
Please try following this article:

Thanks for the response.

am able to open and edit now, after adding "*.csv" to Editor -> File Types (TEXT)
